Obligation to inspect storage facilities

Every day, pallets are stored and retrieved in your warehouse, boxed goods are placed on or removed from shelving. To ensure safe operation, your storage equipment must be in perfect condition.

The legislator has divided up the responsibility for this:

  • The storage equipment supplied by the manufacturer is work equipment and must therefore comply with the safety regulations of the German Equipment and Product Safety Act (GPSG). Our products also comply with the regulations of the trade association for storage and operating equipment, bear the RAL-RG 614 quality mark and GS mark and comply with the information provided by the German Social Accident Insurance Institution DGUV Information 208-061. META is therefore subject to external monitoring, which is carried out regularly by the neutral Dortmund Materials Testing Office (MPA).
  • The warehouse operator is responsible for the safe operation of its work equipment and the safety of its employees, i.e. the Occupational Health and Safety Ordinance and the risk assessment contained therein apply. According to §14 "Inspection of work equipment" of the Ordinance on Industrial Safety and Health in the version dated 28.05.2021, shelving is subject to mandatory inspection. The new European standard DIN EN 15635 specifies the inspection procedure for storage equipment.

As a preventive measure to ensure the safety of your employees and to reduce your personal liability risk, we strongly recommend that you inspect the shelving yourself or have it inspected by an authorized representative at regular intervals (e.g. monthly). Damaged shelf components pose a risk to life and limb. At some point, it is important that you can say: I have done everything that was possible and economically justifiable.

The European standard DIN EN 15635 and the German Ordinance on Industrial Safety and Health impose new obligations on operators of storage facilities. For the safe operation of a racking system, the legislator stipulates regular inspections, which must be carried out by a competent person at intervals of no more than 12 months.

Legal situation

Inspection obligation for storage facilities
According to the Federal Ministry of Labor and Social Affairs, shelving is work equipment and is therefore subject to the Industrial Safety Ordinance. This applies to the provision of shelving by the employer as well as to the use of shelving by employees.
The employer is obliged to systematically and regularly inspect all storage equipment - i.e. electrically powered and static shelving.

§10 of the BetrSichV requires regular inspections of storage equipment. According to §3, the type, scope and intervals of necessary inspections must be determined for shelving. The scope and procedure of the inspections of storage facilities are regulated in the new European standard DIN EN 15635, which was published by Beuth-Verlag in July 2009.

Responsibility for occupational safety
In accordance with the German Ordinance on Industrial Safety and Health, employers are responsible for the safety of their storage facilities.
Racks must be inspected by a competent person at least every 12 months.

Safety and efficiency
Regular inspections and repairs prevent serious accidents with personal injury and property damage as well as high repair costs and guarantee smooth
operations.

Association-certified racking inspectors
The leading racking manufacturers represented in the Association for Storage Technology and Operating Equipment have developed a training course together with the Dr. Möll testing institute. At the Dr. Möll testing institute in Darmstadt, the prospective racking inspectors undergo several days of intensive training. After completing the training, the participants take a final examination and thus acquire the specialist title of "Association-certified shelving inspector".

Inspection procedure

The inspection of your racking system is carried out during ongoing operations.
This means that no interruption to operations is necessary.

The inspection covers the following services, among others the following services:

  • Visual inspection from the normal level without the use of climbing aids, lifting platforms, etc.
  • Visual inspection for compliance with DGUV Information 208-061 of the industrial trade associations

  • Visual inspection of shelving components for visible deformation and damage in accordance with DIN EN 15635
  • Visual inspection of the shelving structure in accordance with the specification
  • Comparison of the shelf load plates with the structure
  • Assignment of an inspection sticker
  • Check the parts used against the current state of the art
  • Recalculate the shelf and bay payloads - if necessary
  • In-depth damage analysis
  • Prepare an inspection report in accordance with association specifications

For a qualified inspection, it is essential that the inspector has access to the static rack calculation and the technical documentation of the system.
